Episode 31 is the seventh episode of season 3 and the thirty-first overall episode of the Kaguya-sama wa Kokurasetai anime series.
Summary[]
While all the classes were consumed in preparation for Shuchiin Academy's Hoshin Culture Festival, Shirogane and those from Class 2-B were working hard at making balloon art. As Fujiwara delicately puts finishing touches on a cute balloon bear, the clumsy Shirogane keeps popping them no matter how many times he tries. The sound of balloons popping echoes sadly in the classroom. But Fujiwara, who has joined Shirogane's special training many times up until now, hardens her heart and decides not to help this time. To overcome this without the help of others, Shirogane heads to the student council room for practice. However, Kaguya is in the room...[1]

Yu and Miko help the Culture Festival Committee host a campfire event and inform the neighborhood due to strict fire hazard regulations.

Karen Kino and Erika Kose from the Mass Media Club interview several students during the event preparation including Kaguya, Tsubame, Momo Ryuju, Miyuki, and Chika at the Board Game Club.
Miyuki Shirogane Wants to Blow it Up[]
Miyuki struggles to twist any balloons without popping them. He brings the box of balloons into the student council room to avoid disturbance but pops all of them.
